Why does it take so long?
Because every frame goes through the encoder. Conversions that only change the box around the picture finish in seconds; this one cannot, because almost nothing already holds the picture in a shape WebM accepts.
Is the file uploaded?
No. The video is opened and written back out in the page. No request carries it anywhere, which the network panel will show you while it runs.
