Is a blur actually safe for hiding a face or a number?

Not always, and this is worth knowing. Blur and pixelate both scramble the original rather than removing it, and a weak setting on either can sometimes be partly walked back, especially on text and on a face that appears elsewhere unblurred. For anything that genuinely matters use the black box: it replaces the pixels instead of rearranging them, and there is nothing left to recover.

Does it strip the location data too?

Yes, as a side effect. The result is drawn fresh rather than edited, so the EXIF block, including any GPS coordinates, does not survive into the file you download.

Can it blur the background behind a person?

No. That needs the subject found first, which is a different job and a different page here. This blurs where you tell it to.
